No, Snape is not Harry's uncle. He was in love with Harry's mother but she probably never knew that, only that he kept trying to impress her, but he was also a Slytherin and she a Gryffindor, and she rejected his friendship because of his friends and because at one point the word "Mudblood" escaped his lips in front of her. But he never could get over his love for her.
There may be a genealogical connection between Snape and Harry but it was never explored.
