Not magical ones. You would have to be a witch or wizard to make a magical potion.
 
You're going to ask why and I'll tell you the reason why. Read the potion scenes in Half-Blood Prince. You'll notice that to make the potions you must use certain items (such as silver knives) and make certain motions (such as stirring in a certain way) when brewing the potion. Part of the "magic" is in the plants, of course, but it seems to be more active in the presence of magical folks. Mandrakes don't move around Muggles, but they do around magical folk.
 
A Squib such as Filch would probably be completely lost in Muggle society if he'd been brought up in a wizarding environment and was suddenly cast out and into the Muggle world. There would be little incentive for him to keep the Wizarding world that rejected him a secret, so Squibs are either kept hushed up (as Arianna was) or given a job that doesn't require magic (as Filch was) or used as an operative in Muggle society (as Arabella Figg was).
