The people harry saw that were killed by voldemort were only the
people killed using that wand thats why harry was able to see cedric
even when wormtail killed him. It doesn't matter if voldemort was
using the wand or not because the connection between the pheonix
feathers in the wands at that time are battling between each other
which creates the spell so harry can see them.
