Yes. JKR said you can summon food if you know where to find it and you can increase the amount of what you have on hand if you know how to do it.  The professor summoned the sandwiches from the kitchens and made a re-filling plate to keep summoning more.  You just can't create it out of thin air.

Those of you who took the last W.O.M.B.A.T. test at JKR's web site last year probably remember this was a question on the test.
