You don't need Rowling's permission to write fan fiction. Or rather, she doesn't mind if people do. You just can't try to make money by selling the story or requiring that people pay to read it.
 
You can copyright the story by putting a copyright notice on it. You should also put a disclaimer on it saying that she holds the rights to the original characters.
 
There are quite a few Harry Potter fan fiction sites, so it shouldn't be hard to find some place to post it. You could also post the link here, once you've got it on the web.
