Yes, the Imperius Curse can fade with time, especially if the person has a strong will. That was why I suggested Harry retrieve the Elder Wand. Since he is its rightful master, he would be able to use its full power, just as Dumbledore did after he won it from Grindenwald.  Being near Kingsley in the Ministry, and using the Elder Wand for his spells, Harry would be able to better control him.
