As a thought experiment, I thought I would outline how Harry Potter might become the ruler of the world if, for example, he were hit in the head with a rock and lost all sense of morality. Let's assume this takes place after Voldemort dies but before any of the events that led up to the epilogue, 19 years later. Taking over the world would pretty much render the epilogue moot.
1. Harry would keep the Elder Wand and return to the Forbidden Forest to find the Resurrection Stone. These, and his Invisibility Cloak, will give him quite an advantage over any other wizard in the world. I wouldn't quite call him the Master of Death, but it seems like no one wizard ever possessed all three of these magical objects at once after the Peverell brothers had them.
2. Harry would Imperius Kingsley Shacklebolt, the new Minister of Magic. This would put him in a position to direct policy for the Wizarding world in Britain. Working in the Auror Department would give Harry almost daily access to Shacklebolt, allowing him to keep the Imperius Curse strong.
3. The Ministry would begin a series of programs outwardly designed to be friendly and protective of Muggles in Britain, and the Ministry would maintain cordial relations with the rest of the Wizarding world around the globe, as much as possible, to gauge the temperament of those governments for the Muggles in their areas.
4. In parallel with this, Harry would arrange for a subversive organization to be set up to work AGAINST the Ministry in order to keep it from helping the Muggles, and for the organization to control Muggles as much as possible. The top level of this organization would actually be in cahoots with Harry (probably Imperiused by him as well), with the goal of controlling Muggle government figures in order to pass legislation to slowly erode the freedoms of its Muggle constituency, and to incidentally make it more difficult for Wizarding folk to coexist peacefully and unnoticed among them. As time went on, Harry would expand this subversive organization to other nations where Wizarding governments existed as well, attempting to subvert those Wizarding governments as well.
5. Which this two-pronged attack, Harry's Ministry and the subversive organization would work, the Ministry trying to "protect" Muggles and the subversives trying to "subjugate" them, to make Wizarding sentiment go against Muggles, to the point where the Wizarding world would feel something drastic was called for, such as taking over the Muggle government to help both wizards and Muggles. Once the wizarding community called for the takeover of the Muggle government, the Ministry (controlled by Harry's Imperiused puppets there) would reluctantly accede to their demands and would stage a shadow coup d'etat of first, the British government, then, as the power base expands to include more wizards sympathetic to a wizarding takeover of Muggle governments, exapand the takeovers to other governments in order to fight the subversive organizations abroad.
6. As this all happens, Muggle governments, now under Wizarding control, will begin treating their people "better" than before; their freedoms, while still curtailed, would now be "protected" by the shadow Wizarding government controlling the puppet Muggle government. These governments would slowly expand the level of services and uttilities they provide for people, keeping costs as low as possible (through the use of magic) to make and keep them popular. There would be some positive side effects: wars would begin to diminish in number as once-rival governments become "friends" once the shadow Wizarding government controls them both.
7. Eventually, once the major populations of the world are controlled by puppet Muggle governments controlled by wizarding folk, Imperiused to obey Harry, the need for the subversive organizations goes away, since the Wizarding world now de facto controls most of the Muggle governments. It would probably take from 19 to 20 years to get to this point, so we would now be at the same time as in the Epilogue, roughly 2018 or 2019. From this point on, either the Wizarding governments continue to be benevolent shadow dictators or everything goes Dark and scary.
