A ghost in Harry Potter is a dead wizard (Muggles don't become ghosts in the HP universe) that is afraid (or not ready) to go "on" to the next existence.
This is how Nearly Headless Nick explained his existence to Harry:
"Wizards can leave an imprint of themselves upon the earth, to walk palely where their living selves once trod ... I was afraid of death. I chose to remain behind. I sometimes wonder whether I oughtn't have ... Well, that is neither here nor there ... In fact, I am neither here nor there..."
None of the students at Hogwarts seemed to be afraid of the ghosts there. The Shrieking Shack, however, does not have any ghosts. It was built as a refuge where Remus Lupin could become a werewolf every month without endangering other students while he attended Hogwarts. His friends Sirius Black, James Potter, and Peter Pettigrew learned how to become Animagi so they could stay with him while he was transformed. They had a calming effect on him, it seemed.
The story was put out that the Shrieking Shack was inhabited by a "rough crowd" of ghosts. The Hogwarts' ghosts probably went along with this ruse to support Dumbledore. They maintained that fiction long after Remus had left the school. The Shrieking Shack is so securely boarded up that no one could get in, not even Fred and George Weasley, and they were probably more capable than most!
By the end of Prisoner of Azkaban, Harry, Ron and Hermione probably knew why the Shack was built; I expect they kept the secret, however.
